The FOPA is a civilian affiliate of the Fraternal Order of Police (FOP). Our members are friends and families of law enforcement Officers, responsible and respected business persons, professional men and women, and citizens from all walks of life—people willing to devote a portion of their time and efforts toward assisting the various law enforcement agencies of our communities, states and nation.

DR. WILLIAM C. CREECH MEMORIAL SCHOLARSHIP
RULES AND REGULATIONS
These rules and regulations govern the annual scholarship awarded by the Fraternal Order of Police Associate Lodge of Kentucky.  They ensure the proper utilization of the funds awarded, as well as fairness and equality in awarding the scholarship.
1.        The applicant must be:
a.       The son, daughter, stepson, stepdaughter or dependent of a Kentucky Law Enforcement Officer, either active, retired, legal guardian or on medical disability, or deceased.  The Law Enforcement Officer must be a member of the Fraternal Order of Police of Kentucky and,
b.   A graduating senior of an accredited high school.
2.         Each applicant must:
a.       Complete an application form.
b.      Provide an official high school grade transcript for the last three and one-half years.
c.       Submit the application and transcript to the State Trustee of the local Fraternal Order of Police Associate Lodge. The State Trustee will then submit the application and transcript to the Fraternal Order of Police Associate Lodge of Kentucky Secretary.
3.       Selection process
a.       All applications meeting the above criteria will be submitted to an impartial committee comprised of members of the Fraternal Order of Police Associate Lodge of Kentucky.
b.      All grades will be converted into a numerical score and averaged for the three and one-half years.  Grade averages will be listed in descending order.
c.       The Dr. William C. Creech Memorial Scholarship will be awarded to the candidate with the highest grade average who demonstrates financial need.
4.       Administering the Award
a.       The recipient of the DR. WILLIAM C. CREECH MEMORIAL SCHOLARSHIP will be announced during the Spring Board Meeting of the Fraternal Order of Police Associate Lodge of Kentucky.  Applications need to be received two weeks prior to the Spring Board Meeting.  Refer to KY State FOP website for dates.
b.      A letter will be sent to the Lodge of the winner for announcement.
c.       Applicants will be notified of the outcome of the selection process.
5.      Administering the Award
a.       The DR. WILLIAM C. CREECH MEMORIAL SCHOLARSHIP winner must provide the Fraternal Order of Police Associate Lodge of Kentucky with a copy of the acceptance letter from the college/university the student will attend.  The college/university must be an accredited institution.
b.      The DR. WILLIAM C. CREECH MEMORIAL SCHOLARSHIP will be established in the recipient’s name at the Financial Aid Office of the college/university. The fund will be administered by that office.  However, if the institution will not establish or administer the fund, the check for the scholarship may be made payable to the scholarship recipient, with a strict accounting of the funds.  Forms will be provided to the recipient for such.
c.       The funds may be used for tuition, textbooks, and lab fees. ONLY after tuition, textbooks, and lab fees have been paid, funds may be used for official dormitory fees. No part of the funds can be used for recreation in any manner.
d.      If all the funds are not used during the first year, the balance may be carried over into the second year.
e.       If the scholarship recipient drops out of school for any reason, any remaining funds will be returned to the Fraternal Order of Police Associate Lodge of Kentucky scholarship fund.
f.        It is requested that the recipient be required to maintain at least a “C” average, however, no particular grade average is required.
